Introduction and objectives
Economic globalization means that the phenomena that occur in one country are transmitted very rapidly to other countries. However, there are institutional constraints, social and cultural rights, which are not easily comparable from one country to another and that needs to be detected.
Agricultural policy has traditionally been the area of knowledge that has exerted a major attraction in the developing countries. This course seeks to integrate this knowledge with aspects related to natural resources, environment, industrialization, food processing, marketing, international trade and consumption. In all these facets of food economics and natural resources is to put a special emphasis on issues of primary importance. The course will present and discuss selected topics from the experiences of Spain and the European Union, as a reference.
The course is aimed at professionals, researchers and teachers, both public and private institutions.
Organization
The course is organized by the Agricultural Economics Unit of the Center for Agricultural Research and Technology of Aragon (CITA), Government of Aragon, with financial assistance from the Government of Aragon, the Spanish International Cooperation Agency (AECI) and the National Institute of Agricultural Research and Technology and Food (INIA).
Classes will be taught by specialists in Spain related to the food industry. In order to diversify the approach to problems and possible solutions, the faculty has been chosen from various institutions such as universities, research centers, government, business, etc.
The course will be developed along four weeks, starting on October 23rd and ending on November 17th, 2006. There are morning and afternoon sessions, which will require full commitment from participants.
The course is designed so that each morning as there are 2 modules, 2 hours each, and the afternoons are devoted to panel discussions as well as technical visits. In each panel of food professionals will be related to the topic and a moderator. The technical visits will be made to cooperatives, agribusiness, distribution centers and other institutions in the food industry.

General information
The course will be held at the Center for Agricultural Research and Technology of the Government of Aragon, located in Mountain, 15 kilometers from the city of Zaragoza (Spain) and connected by bus service.
The Center for Agricultural Research and Technology of Aragon (CITA) is located on a campus that brings together some 200 researchers and agricultural specialists. It has dining room, library, media, etc.
Zaragoza has 650,000 inhabitants and is situated on the banks of the Ebro River at a distance of approximately 300 km from Madrid, Barcelona, Valencia, Bilbao and San Sebastian. It is an important hub of communications, both road and rail and air. University has various faculties and technical colleges that educate about 35,000 students.
Climatology of Zaragoza, during the conclusion of the course, corresponds to a dry continental climate, with average temperature of 11 º C. Warm clothing is recommended.

Conditions of participation and registration
The course may attend the international foreign and Spanish, which carried out the application form according to the information specified below.
Through the website of the INIA (www.inia.es) in paragraph for training / international courses in Spain 2006, will complete the registration form on-line, located at the end of the program for each course, which introduced the personal data and curriculum vitae of the applicant. These applications will be received automatically by the director of each course.
The cost of enrollment in courses is set at 400 euros, not including travel, lodging and food.
In addition to this form, you must submit additional documentation as specified below in accordance with the conditions of participation:
Foreign students required to grant of AECI
The Spanish International Cooperation Agency (AECI) grants to assist post-graduates through the call-MAEC-AECI fellowship. These grants will help finance in part the costs of attending the international courses.
The request for the scholarships will be done through the internet from the page (www.becasmae.es) from November 5th until December 15th, 2005, according to the rules established in the call. In parallel and using the website of the INIA, then the application for registration by completing the online form, below.
Call "MAEC-AECI” grants the Ministry of Foreign Affairs for foreign and Spanish 2006-2007. (BOE núm. 264, 4 November 2005)
The section of the call which includes scholarships for international assistance in this course is included in Chapter II of the call (for foreigners Scholarships for postgraduate studies, doctoral and research in Spain) under title:
II.B Program: Grants for Foreign Researchers and Postgraduate Studies and Specialization of Spanish in public agencies and non-university Schools (MUTIS Program for Latin American students).
Students receiving these scholarships will be exempted from payment of tuition for the courses.
For students to be awarded the scholarship will receive notification of AECI and the course director who has requested, from the closing date of the announcement of scholarships.
Other applicants for Spanish nationality and foreigners who do not apply for a scholarship from AECI
Applicants for Spanish nationality and foreigners who wish to participate in this course should complete the registration form on-line by September 30th, 2006.
The director of the XVI International Course on Agricultural Economics, wholly or partially exempt from payment of fees to participants upon request, justifies request properly. To qualify for grant aid for partial exemption of registration fee, should complete the exemption form (Annex I) See attached file to be sent to the director of course, within the period indicated.
Students will receive notification by the director of the course after the deadline for submitting applications.
